In a major flash flood in 2006, large areas of agricultural land were washed out and destroyed in Dhemaji, one of the most backward districts of Assam. The same year, the National Rural Employment Guarantee Act (later known as Mahatma Gandhi NREGA) was introduced across India to ensure employment to every rural household and made the right to work a constitutional right. Dhemaji was one of the first districts to be considered under NREGA. The film focuses on the steps taken and the process of the Act.
